Purpose and Function
A parish council, often called a pastoral council, is established to assist the pastor in promoting pastoral action and planning for the parish’s spiritual and communal needs. Its primary role is advisory, providing the pastor with insights from parishioners and helping articulate the parish’s mission and vision, but it does not have decision-making authority; the pastor retains final responsibility for all parish decisions (Canon 536.2). The council helps the pastor discern the needs of the parish, plan for future initiatives, and ensure that the parish’s activities align with its mission
Interaction with Parish Life.
The Parish Council serve as a bridge between parishioners and the pastor, facilitating communication, consultation, and collaboration. They may advise on major decisions, pastoral programs, and community initiatives, and help the pastor understand parishioners’ needs and concerns. Councils also support the work of parish commissions and organizations, ensuring that the parish functions as a cohesive, spiritually vibrant community. Members are invited by the pastor.
Distinction from Finance Council
Unlike pastoral councils, parish finance councils are obligatory and focus on the administration of parish resources. Pastoral councils, by contrast, focus on spiritual, pastoral, and community planning, emphasizing the Church’s mission and the well-being of parishioners
